Ruth Ray Jackson, the 17th President of Langston University, brings extensive experience in academic administration, teaching, and scholarship to her role. Appointed president in April 2024, Dr. Jackson had shown her leadership skills during her nine-month tenure as Interim President. She joined Langston University in 2014 as Dean of the School of Education and Behavioral Sciences, overseeing academic programs in Langston, Oklahoma City, and Tulsa.

From 2019 to 2023, Dr. Jackson served as Vice President for Academic Affairs. She crafted and executed the university’s academic priorities, ensuring high-quality educational programs for all students. Before this, she was the Associate Vice President in the 2018-2019 academic year, leading student success initiatives and coordinating retention efforts.

President Jackson’s higher education career began in 2002 as an assistant professor at Louisiana State University in Shreveport (LSUS). She also served as graduate program director and chair of the Department of Education. The educator’s professional journey started in the K-12 education system, teaching English and social studies, later advancing to assistant principal and high school principal roles.

A proud alumna of historically Black Southern University and A&M College in Baton Rouge, Louisiana, Dr. Jackson holds a bachelor’s degree in Secondary Education – English and a master’s degree in Educational Administration. She earned her Ph.D. in Education and Human Resource Studies from Colorado State University, demonstrating her commitment to educational leadership.

Leadership and Commitment to Student Success

As President of Langston University, Dr. Ruth Ray Jackson serves as the university’s chief executive officer. She is dedicated to advancing its mission by supporting student access and success. Her focus is on offering quality academic programs and providing leadership in line with the policies set by the Board of Regents for the Oklahoma Agricultural and Mechanical Colleges.

The Langston University leader’s responsibilities are multifaceted. She provides visionary leadership, promotes systems that reward excellence in teaching, research, and public service and works to elevate Langston University’s profile and brand. She also develops strategic relationships and secures resources from corporate and private donors. Engaging with state and federal legislative bodies and serving as an ambassador for the university are also part of her role.

“I excel in building strong teams and empowering individuals across campus and beyond,” says Dr. Jackson. Her leadership style emphasizes collaboration and support. Her commitment to these responsibilities is evident in her work.

One of Dr. Jackson’s proudest career moments is each commencement ceremony. She views these events as a celebration of students’ hard work, dedication, and perseverance, especially those who are the first in their families to earn a degree. “These ceremonies are a powerful reminder of my commitment to providing quality education and supporting student success,” she shares.

A Legacy of Empowerment and Academic Distinction

Established in 1897 as the Colored Agricultural and Normal University (CANU), Langston University has a rich history rooted in the 1890 Second Morrill Act. This act mandated states or territories with land grant colleges to admit African Americans or establish an alternate school for them to qualify for federal funds. In 1892, three citizens from the All-Black town of Langston petitioned the Territorial Council to place a college in their town. By September 1898, teachers started conducting the first classes at a Presbyterian Church and Langston’s public school, even while the first building was under construction.

Langston University is the only Historically Black College/University (HBCU) in Oklahoma and the westernmost public four-year HBCU in the United States. The Oklahoma State University/A&M Board of Regents governs the university. It operates with a dual mandate to serve both rural and urban communities through its campuses in Langston, Oklahoma City, and Tulsa. Its mission is to provide quality post-secondary education to diverse learners, leading to professional competence and degree completion.

The Higher Learning Commission accredits the university. Several of its programs have national accreditation from organizations such as the Accreditation Commission for Education in Nursing (ACEN), Association of Collegiate Business Schools and Programs (ACBSP), Council for the Accreditation of Educator Preparation (CAEP), Commission on Accreditation in Physical Therapy Education (CAPTE), National Association for the Education of Young Children (NAEYC), and the Council for Accreditation of Counseling & Related Educational Programs (CACREP).

Langston University offers a range of degree programs, including several associate and baccalaureate degrees, four master’s degrees, and the competitive Doctor of Physical Therapy professional degree, the first of its kind in the state. These programs are organized within six academic units: The Sherman Lewis School of Agriculture and Applied Sciences, School of Arts and Sciences, School of Business, School of Education and Behavioral Sciences, School of Nursing and Health Professions, and School of Physical Therapy. Currently, the university’s top majors include nursing, public health, physical education and recreation, liberal education, and psychology.

Students often encounter obstacles such as financial constraints, limited access to resources, academic readiness—especially post-pandemic—and societal stereotypes or biases. Under President Jackson’s leadership, Langston University addresses these challenges through proactive initiatives designed to support and empower its students.

“Financial constraints can pose a significant barrier to higher education,” says Dr. Jackson. To mitigate this, Langston University offers comprehensive financial aid packages, including scholarships, grants, and work-study opportunities. These programs aim to make higher education more accessible and lessen the financial burden on students.

Access to resources is another frequent challenge for students. Dr. Jackson emphasizes, “We provide a range of support services such as academic advising, tutoring programs, counseling services, and career development resources.” These services ensure students have the necessary support to succeed academically and personally.

“Academic readiness is a critical issue, particularly in the wake of pandemic disruptions,” notes Dr. Jackson. Langston University offers a variety of academic programs tailored to meet the needs of a diverse student population. These programs provide high-quality education and address any gaps in academic readiness.

Societal stereotypes and biases can also hinder student success. The university’s leader shares, “We foster a supportive and inclusive community where students can find mentorships, networking opportunities, and a sense of belonging.” This community engagement helps students overcome societal barriers and thrive.

Langston University also collaborates with other institutions, organizations, and industry partners to provide additional resources and opportunities. She emphasizes, “These partnerships offer students internships, research experiences, and career placement support, helping them overcome obstacles and achieve their goals.”

Promoting Accessibility and Inclusivity

Dr. Jackson is committed to making Langston University accessible and inclusive for students from diverse backgrounds and socioeconomic levels. To achieve this, she implements strategies to support diverse learners and foster an inclusive environment.

“Expanding financial aid programs and scholarships is crucial for making education affordable for students from economically disadvantaged backgrounds,” she adds. This financial support helps reduce barriers to higher education.

Dr. Jackson actively recruits students from diverse backgrounds, including underrepresented minority groups and low-income communities. “Our outreach initiatives involve partnerships with high schools, local alumni, community organizations, and targeted marketing campaigns,” she explains. These efforts aim to attract a diverse student body and ensure all students feel welcome at Langston University.

In addition, Dr. Jackson provides comprehensive support services tailored to diverse learners’ needs, adding “We offer academic advising, tutoring, counseling, and disability services.” These resources ensure all students have the support they need to succeed academically and personally.

Furthermore, she champions a curriculum that reflects the student body’s diversity and incorporates perspectives from different cultures and backgrounds. “This approach ensures all students feel represented and valued in their educational journey,” she emphasizes.

Dr. Jackson also prioritizes recruiting and retaining a diverse faculty and staff. “A diverse faculty and staff can serve as role models and mentors for students from underrepresented backgrounds,” she shares. A diverse faculty and staff enrich the educational experience by providing students with varied perspectives and support networks.

Strategies for Work-Life Balance

President Jackson is admittedly still a work in progress in achieving work-life balance, but she is making strides. As a university president, she faces demanding schedules and responsibilities. One strategy she uses is delegation. She delegates tasks to trusted colleagues and administrative staff, empowering them to take on leadership roles and manage day-to-day operations.

“This effective delegation frees up time for me to focus on high-level strategic planning and personal pursuits,” she adds. Additionally, the accomplished leader uses tools such as calendars, to-do lists, and prioritization techniques to allocate time for work, personal activities, and relaxation. Dr. Jackson emphasizes the importance of having a strong support network of colleagues, mentors, and friends who provide emotional support and guidance, noting “This network of trusted individuals helps me navigate challenges and maintain balance.”

In terms of health, Langston University’s president is trying to prioritize better habits. “I aim to get at least seven hours of sleep each night,” she notes. She tries to remain active by walking, usually while listening to podcasts, and playing pickleball.

Away from the campus, Dr. Jackson enjoys giving back to the community through philanthropy and volunteer work. She currently serves on the Board of Visitors for Howard University’s Graduate School and the Edmond Public Schools Foundation. She is also an active member of the Oklahoma City Chapter of Jack and Jill of America, Inc., where she served as chaplain and chair of the HBCU Committee. She is a Life Member of Alpha Kappa Alpha Sorority, Inc.

In addition, the lifelong learner enjoys traveling and hopes to prioritize making time to do it more. “I love to explore new cultures, cuisines, and destinations around the world,” she shares.

Dr. Jackson is absolutely happy with her family. She and her husband John are the proud parents of Leah, a high school senior. She’s the bonus mom to three adult sons and GiGi to five precious grandchildren. This balance between professional commitments, personal interests, and family life is what makes her approach to work-life balance truly unique and effective.

Insights on Supporting Children’s Education

Dr. Jackson provides invaluable advice for parents supporting their children’s educational journey from early years through higher education. She believes a proactive and well-rounded approach can make a significant difference.

“Early planning for college is crucial,” says President Jackson. She emphasizes the importance of starting a college savings plan as soon as possible, even if the contributions are modest. “Setting up a tax-advantaged college savings account like a 529 plan can provide significant benefits,” Dr. Jackson explains. She suggests families consider automatic contributions from paychecks or bank accounts to maintain consistency in their saving efforts.

Additionally, the Langston University president encourages parents to explore financial aid options thoroughly. She advises families to investigate scholarships, grants, and student loans early on.  “Encourage your children to apply for scholarships and grants, and assist them with financial aid applications such as the FAFSA,” she recommends. Dr. Jackson also highlights the value of exploring tuition assistance programs offered by employers, community organizations, and government agencies, adding “This exploration can significantly reduce the financial burden of a college education.”

Furthermore, she underscores the importance of academic excellence and well-roundedness. The president advises parents to support their children in selecting challenging courses, seeking advanced placement or dual enrollment opportunities, and maintaining a strong GPA. She adds, “Participation in extracurricular activities, leadership roles, community service, and jobs can also enhance college scholarship applications.”

The Jefferson County International Baccalaureate School (JCIB) embodies academic excellence and innovation in the state of Alabama. In the early 1970s, the Jefferson County Board of Education established the Resource Learning Center (RLC) within Shades Valley High School to support and enrich the education of students with advanced academic abilities. The RLC was an early version of a magnet school, requiring students to apply and test into the program.

Over time, the program evolved, embracing the International Baccalaureate (IB) framework in 1991 and subsequently rebranding it as the Jefferson County International Baccalaureate School (JCIB). JCIB became Alabama’s inaugural IB World School for grades 9-12, distinguishing itself with rigorous academics and holistic student development.

JCIB offers a diverse educational experience unmatched in the region. It provides specialized classes in German, Philosophy, and Western Culture, along with a wide variety of additional IB courses, equipping students with a broad and deep knowledge base.

In 2005, JCIB earned national recognition as the Best High School in America by Jay Mathews and Newsweek, reflecting its commitment to academic excellence and student success. JCIB continues to attract students from across the region, many traveling upwards of 30 minutes to access the schools’ unique educational programs.

To enhance its educational offerings, JCIB introduced the Middle Years Programme (MYP) in 2017, adding grades 6-8. In 2023, the MYP was honored as a National Blue Ribbon School by the U.S. Department of Education.

While the MYP is currently hosted at a separate location, the Jefferson County Board of Education recently approved the construction of a modern new campus, which will unify all JCIB students in grades 6-12 at a centralized location. This marks an exciting new era in the school’s history.

High Tech Los Angeles (HTLA) is an independent charter high school in Los Angeles, California with a mission to prepare students for the challenges and opportunities of the 21st century. Since its establishment in 2004, HTLA has been a pioneer in collaborative project-based learning, incorporating technology to foster in its students creativity, collaboration, and innovation in an ever-evolving world.

The goal of HTLA is to prepare students from ethnically and socio-economically diverse backgrounds across Los Angeles for the rigors of post-secondary education and the working world beyond. It is a  diverse community of active learners, merging traditional academic subjects with real-world technical applications and problem-solving skills to provide its graduates with the tools they will need to  be “knowledge leaders in the 21st-century digital world.”

Moreover, the design of the campus fosters collaborative learning with open classrooms, glass walls, and outdoor spaces, providing areas for eating, studying, and collaborative project work throughout the day.

More specifically, HTLA offers its students a California State Standards-based college preparatory education, with a particular emphasis on low-income students. The school aims to meet the A-G requirements for admission to a University of California or California State University school. The ultimate vision is to emphasize the importance of applying acquired knowledge to solve real-world problems in the evolving landscape of today’s world.

At HTLA students thrive as innovative thinkers within the intimate campus environment. The smaller size fosters a sense of community, benefiting students in various ways. In the fall of their freshman year, students are introduced to the school’s College Counselor, Nicole Dorfler.  It is her job to help students navigate the path to college application and acceptance, and Nicole wastes no time in introducing the students to the possibilities of post-secondary education.  As a member of HTLA’s first graduating class and a first-generation college student herself, she is particularly well-positioned to understand the needs and challenges of the students and their families as they navigate their way to college.

Each year, Nicole organizes trips for the students to local colleges so they can begin to see themselves on campus and start thinking about what that phase of their educational journey could look like for them. She coordinates visits by college admissions officers to campus and holds workshops for the students to help them find summer activities to broaden their experience and build their resumes.

Students entering HTLA encounter the unique project-based collaborative learning model, the core of the school’s curriculum design. At first glance, HTLA’s curriculum seems straightforward and traditional. The graduation requirements align with the UC and CSU schools’ entry requirements, necessitating students to complete four years of English, social studies, math, and science. However, the delivery method of this curriculum is far from traditional. Students often learn by doing. They work in groups to complete projects that have real-world applications.

On a typical day at HTLA, you might see a group of freshmen trying to create an exhibit. This exhibit highlights the pros and cons of a technological advance. Simultaneously, you might see sophomores collaborating on an “ofrenda” for their Dia de los Muertos project. They share their backgrounds, interests, and family stories during this project. There might be a group of juniors creating a documentary for their US history class while in the backyard, a group of seniors are prototyping rocket models in Advanced Physics.

These student-centered, cross-curricular group projects enhance communication and cooperation skills. They engage students, create challenges in time management and allocation of responsibility, and foster critical thinking. The faculty at HTLA model the skills and attributes they want to instill in their students: working collaboratively across the curriculum to create an academically rigorous curriculum that meets students where they are and pushes them to achieve.

Throughout their four years at HTLA, students have various ways to demonstrate their learning. These include traditional end-of-semester exams, written work such as essays and research papers, and less traditional assessments such as models, documentaries, exhibits, and oral presentations.

One of the most significant requirements at HTLA is the Presentation of Learning. Each student must complete this high-stakes, formal presentation to a panel of faculty members about an academic topic of their choice from that semester’s curriculum at the end of each semester.

The presentation is carefully scaffolded over the four years to become increasingly rigorous, beginning freshman year with a presentation about a project assigned in one of their classes to their senior presentation, involving a discussion of a project designed and completed by the student during their senior year. This emphasis on oral presentation throughout the high school curriculum is one of the requirements alumni most often cite as being particularly important to their success in college.

Life outside the Classroom

Extracurricular offerings at HTLA are almost as important as the curriculum itself. Clubs play a significant role in enhancing the lively atmosphere on campus, and as with the curricular offerings, the clubs and activities are student-centered.

Furthermore, HTLA students train for the LA Marathon through Students Run LA or work together on personal photography or art projects. They run for student council and contribute to the school’s newspaper.

The school’s Robotics team is the most popular extracurricular activity on campus, with approximately one-fifth of the student body participating. Affiliated with FIRST Robotics, HTLA’s Team 4 Element has become a significant part of the school’s identity.

The team’s advisor, math teacher Arno Babahekian, fondly known as ‘B’ to the students, has created a passionate and diverse community. HTLA partners with more than thirty local businesses, including the Boys and Girls Club, Providence Tarzana Medical Center, and the San Fernando Valley Chamber of Commerce. In addition to internships providing practical experience in an office setting, an Internship Coordinator conducts weekly sessions focusing on career exploration, interpersonal skills, and reflection on their internship experience.

TEM: Thank you for joining us today, Dr. Brownlee. To start with, could you please tell us about the most critical trends in the education sector that are shaping the future of higher education?

Dr. Brownlee: Thank you for having me. I think there is a convergence of four critical trends in the United States that is changing the landscape of higher education for the foreseeable future. Those factors include:

  • A decline in the U.S. population means fewer students entering the higher education system and more competition among institutions for enrollment and retention.
  • Reduced public trust in higher education, is reflected in the declining public funding, increased scrutiny, and higher expectations for accountability and outcomes.
  • A shrinking native workforce in the U.S. creates a skills gap and a demand for more educated and diverse workers in the global economy.
  • An increasing rate of youth living within the poverty index poses significant barriers to access and success in higher education and exacerbates the social and economic inequalities in our society.

Those are indeed critical and interrelated issues. I believe it is the responsibility of educators to ensure learners’ pathway towards equitable economic mobility and social justice; serving in the post-pandemic era of higher education is perhaps the greatest that has ever been in our lifetime.

TEM: Could you please walk us through your educational/professional journey?

Dr. Brownlee: I was raised by a single mother who was a K-12 educator, and I am a proud product of community college. When I started college, I tested at developmental levels in math, and I never imagined that one day I would become the president of a community college.

My journey to the presidency began as a work-study student at Lone Star College. From there, I served several institutions in various teaching and administrative roles, including Houston Christian University, Blinn Community College District, University of Charleston, St. Philip’s College, Morgan State University, Lamar University, and now the Community College of Aurora.

TEM: Brief us about the establishment of the Community College of Aurora. What are the academic programs/courses offered by the institute?

Dr. Brownlee: Established in 1983, the Community College of Aurora (CCA) is a public community college in Aurora, Colorado. It is part of the Colorado Community College System, which comprises 13 institutions across the state. CCA serves over 10,000 students annually at its CentreTech Campus in Aurora, Lowry Campus at the former Lowry Air Force Base, and through online classes.

In addition, CCA is accredited by the Higher Learning Commission and has the distinction of being a federally designated Hispanic and Minority-Serving Institution. CCA’s mission is to provide high-quality instruction and support services to prepare students for transfer and employment.

TEM: What are the academic programs and courses offered by CCA? How do they align with the current and future needs of the workforce and society?

Dr. Brownlee: CCA offers more than 60 degrees and certificates in various fields of study, such as behavioral health, business, biology, chemistry, criminal justice, education, engineering, health sciences, humanities, mathematics, social sciences, and more.

CCA’s core classes are guaranteed to transfer to Colorado public colleges and universities, and students can also benefit from the Bridge to Bachelor’s Degree program, which provides a seamless transfer process and scholarship opportunities to four-year institutions. CCA also has partnerships with local employers and community organizations to provide students with hands-on learning experiences, internships, and career pathways.

One of the areas that we are particularly proud of is our behavioral health program, which is designed to meet the growing demand for qualified and compassionate professionals in this field. The program offers a micro-credential that can be completed in less than a year and prepares students for entry-level positions in behavioral health settings. The micro-credential also stacks into an Associate of Applied Science in Behavioral Health, which will be launched in Fall 2024. The program is supported by more than $50,000 in scholarship dollars and is aligned with industry standards and expectations.

TEM: What are some of the most common obstacles students face, and how does CCA help them overcome them?

Dr. Brownlee: One of the most common and serious obstacles many students face is food insecurity. According to a 2023 needs assessment, 64.1% of CCA students identify as experiencing food insecurity, which can negatively affect their health, well-being, and academic performance. To address this issue, CCA has taken several tangible steps to provide food assistance and resources to our students, such as:

  • Creating four free snack stations across campus and a mobile snack unit launching this fall.
  • Hosting Foxy’s Mobile Market (FMM) bi-weekly. FMM is a free food market designed to stock a student’s pantry for at least a week.
  • Organizing a free Farmers Market event, funded through the Food Pantry Assistance Grant, which featured Colorado-grown produce available for the campus community during the Week of Welcome in August.
  • Working to become a SNAP Peas registered site, which will help students enroll in the Supplemental Nutrition Assistance Program (SNAP) with the assistance of licensed CCA staff.
  • Receiving a hunger-free designation from the Colorado Department of Higher Education.

We believe that no student should go hungry or worry about their next meal. That is why we are proud to offer these services and support to our students, and we are always looking for new ways to improve and expand them.

TEM: Being at the helm of the institute, what are your prominent roles and responsibilities? How do you ensure an inclusive and collaborative environment?

Dr. Brownlee: As the president of the Community College of Aurora, my primary responsibility is to ensure an inclusive and collaborative environment where the mission of CCA can be fulfilled daily. Our institutional mission is to serve our diverse community by providing high-quality instruction and support services to prepare students for transfer and employment.

Additionally, I am responsible for fostering a culture that is centered on the mission and focused on the vision. The vision of CCA is to aspire to be the college where every student succeeds. To achieve this vision, we need to provide a student experience that is relevant, inclusive, barrier-free, and transformative. It is an honor to hold this responsibility and a joy to work with many dedicated educators who embody the spirit of CCA.

TEM: Community colleges play a crucial role in providing accessible education. How do you ensure the CCA remains accessible and inclusive for diverse learners from different socioeconomic backgrounds?

Dr. Brownlee: As I wrote in my 2023 article “The Power of Microcredentials and America’s Higher Education Dilemma” published by EdSurge, community colleges have historically served as comprehensive institutions that offer associate degrees with transfer agreements to four-year colleges. They have also served as workforce drivers through their educational credit and non-credit courses.

However, with the convergence of four critical trends that I mentioned earlier in the article, community colleges are being called upon once again to lead the latest credentialing revolution. They can do this by streamlining the K-12 to post-secondary credit pipeline increasing equitable student attainment and creating more diverse pathways to economic mobility.

CCA recently launched its first-ever multi-language website. The ambitious project started in August to live up to CCA’s reputation as Colorado’s most diverse college. Unlike other schools that have only parts of their websites available in English and Spanish, CCA’s leadership boldly decided to translate the entire website. This way, we can reach and serve more students from different linguistic and cultural backgrounds.

TEM: Many parents face challenges like limited resources or competing priorities. What are your top three pieces of advice for parents to support their children’s educational journey, from early to higher education?

Dr. Brownlee: My first piece of advice is to increase their level of intentionality in supporting the overall development of their children. In today’s society, life demands often create barriers to parental engagement, and the long-term impact of failed engagement can have negative consequences.

Secondly, I encourage parents to regularly dialogue extensively with their children on topics like economics, politics, environmental issues, and life experiences. Doing so widens their children’s understanding and promotes critical thinking.

Thirdly, I encourage parents to grant their children access to witnessing them process through frustrations and disagreements. While it may be in our nature to shield our children from those times, I believe it is essential that our children observe those crucial moments where listening, reasoning, and emotional intelligence are most critical for a productive life.

TEM: How do you ensure your work-life balance? What are your hobbies and interests?

Dr. Brownlee: Rather than work-life balance, I commit myself to living a life that honors work-life integration. Previously, I have attempted “balance” and have failed drastically. Instead, I place family above all and then work to integrate other critical elements of my life (and responsibilities) that support my ability to care for my family.

When speaking before crowds or participating in podcasts, I regularly challenge the audience never to do more or provide more for their institutions or organizations than they do for their families. It is critical to live life and make decisions in such a manner.

That’s the vision Dr. Ryan J. Ruda has for Garden City Community College (GCCC), where he serves as the President and CEO. GCCC is the longest consecutive serving community college in Kansas, with a history of providing quality education and training since 1919.

Dr. Ryan Ruda never planned to be a community college president. He had a different career path in mind when he graduated with a bachelor’s degree in criminal justice. He wanted to be a Highway Patrol officer.

But life had other plans for him. He found his passion in helping students achieve their academic and personal goals, and he never looked back.

Under Dr. Ruda’s leadership, GCCC has been adapting to the changing landscape of higher education, especially in the wake of the COVID-19 pandemic. One of the significant trends is the decrease in college-going rate and the projected decline in the number of high school graduates over the next 3-5 years.

To address this challenge, Dr. Ruda has implemented a Strategic Enrollment Management plan at GCCC that focuses on intentional recruitment and strategies for retention, student success, and graduation. The college has also been building short-term completion opportunities and working with industry partners to create upskilling and workforce development opportunities for students and the community.

The Education Magazine recently spoke with Dr. Ruda, who shared his insights on the opportunities and challenges facing community colleges today. He emphasized the importance of innovation, collaboration, and communication in leading a successful institution. He also highlighted the achievements and initiatives of GCCC, such as the expansion of online and hybrid courses, the development of new programs and certificates, and the enhancement of student support services.

TEM: You have been leading Garden City Community College as the President and CEO since 2019. What inspired you to pursue a career in higher education and community college leadership?

Dr. Ruda: Well, it was not something I planned from the beginning. My undergraduate degree is in criminal justice, and I wanted to be a Highway Patrol officer. However, life had other plans for me. When I finished my bachelor’s degree, my wife was working on her master’s degree at Fort Hays State University. So, I decided to join her and enroll in a graduate program as well. I chose Counseling with an emphasis on Higher Education, and that’s how I became interested in the field of education.

After completing my master’s degree, I applied for a position as a Professional Mental Health Counselor and Academic Advisor at Garden City Community College. I was fortunate to get the job and start my career there. I enjoyed working with students and helping them achieve their academic and personal goals.

I worked as a Counselor and Advisor for ten years, and then I became the Director of Counseling. After that, I was appointed as the Vice President of Student Services and also took on the roles of Athletic Director and Vice President for Instruction for seven years.

During this time, I decided to pursue my Doctorate in Community College Leadership. I enrolled in the program offered by the National American University with Dr. John Roueche, who is a renowned expert and leader in the field. The program was great and provided me with mentoring, connections, and background that led me to the role of President. In 2018, I was named interim President before being named President and CEO in 2019.

TEM: Brief us about the establishment of the Garden City Community College. What are the academic programs/courses offered by the institute?

Dr. Ruda: Garden City Community College has a long and rich history. It was founded in April 1919 as a branch of the public school system. In 1965, the state legislature passed the Community College Act, which gave county voters the power to elect their own board of trustees and establish a separate community college district. That same year, construction began on the current campus, which spans sixty-three acres and has fourteen buildings.

Our mission is to produce positive contributors to the economic and social well-being of society. We do this by offering quality education and training to our students and community.

We have a wide range of programs and courses to suit the diverse needs and interests of our students. We offer over forty associate degree programs, both academic and technical, and twelve certificate programs. Some of our popular programs include:

  • Agriculture & Animal Science
  • Business, Management & Marketing
  • Fine Arts & Humanities
  • Nursing & Allied Health Professions
  • Public Safety (Criminal Justice, EMS, Fire Science)
  • Science & Mathematics
  • Trades (Automotive, Carpentry, Industrial Maintenance, Robotics, Welding)

TEM: As the leader of Garden City Community College, you must be aware of the various challenges that students face in pursuing higher education. How does GCCC help them overcome these challenges and achieve their goals?

Dr. Ruda: At GCCC, we are committed to providing quality education and support to our students and community. We understand that there are many obstacles that students face, such as access, affordability, distance, and personal and mental health issues. We have taken several steps to address these challenges and make education more accessible, affordable, and relevant for our students while maintaining a student-first customer service approach.

One of the ways we have enhanced access is by securing federal funding to implement Zoom-enabled classrooms throughout our region for each high school in our service area. These classrooms allow us to expand our dual credit and program offerings to outreach locations and link them to real-time class instruction on campus. This way, students can access a variety of courses and programs without having to travel long distances or compromise on quality.

Affordability is another key factor that we consider. We have not increased our tuition for the past three years, and we have made it an institutional priority to grow our endowed scholarships for students. We have embarked on a scholarship initiative with a goal of increasing fifty new endowed scholarships. We have also identified and worked with individuals and donors who share our vision and mission and are willing to support our students financially.

TEM: How do you help your students pursue their four-year degree opportunities, especially when the closest bachelor’s degree-granting institution is over two hours away from Garden City?

Dr. Ruda: We know that many of our students want to continue their education after completing their associate degree, but they may face barriers such as distance, cost, or family obligations. That’s why we have developed partnerships with universities to offer bachelor’s degree programs in-person in Garden City.

We have forged two new partnerships with Newman University to offer business and nursing degree completion in Garden City, as well as with Fort Hays State University to offer Social Work degrees in Garden City.

These partnerships allow our students to complete their bachelor’s degree in their own community while benefiting from the resources and expertise of both GCCC and the university. This also allows the talent pipeline to remain in our community while completing education rather than having to recruit them back from universities upon degree completion.

TEM: Finally, how do you address the personal and mental health needs of your students, which are often overlooked or neglected in higher education?

Dr. Ruda: We recognize that personal and mental health are essential for student success and well-being. We have created partnerships and made services available in different aspects to meet the needs of our students. We have partnered with local mental health providers to provide in-person counseling on campus, which is free of charge to students.

We have also worked with our Student Government Association to implement online, personal, and mental health counseling services available to students.

This telehealth service is free of charge to students, and available 24/7, 365. This service helps create unique and personalized services for students, which separates GCCC from other institutions while also providing the services that help drive student success.

TEM: You have been the President and CEO of GCCC since 2019. What are the primary roles and responsibilities that come with this position?

Dr. Ruda: Being the President and CEO of Garden City Community College is a dynamic and rewarding role. My main responsibilities are to advocate for the institution, to ensure transparency and accountability, and to lead the college in fulfilling its mission. Our mission is to be student-centered, community-minded and focused on producing positive contributors to the economic and social well-being of society.

To achieve this mission, we are in the people business. We constantly strive to create partnerships, build relationships, and take care of people. I believe success is accomplished due to the people within your organization. At GCCC, we follow the mindset of being Hungry, Humble, and Smart in how we approach our work. This mindset is at the core of best-serving students and the community while meeting our mission.

TEM: That sounds very impressive. Can you tell us about some of the accomplishments that you and your team have achieved during your tenure as President and CEO?

Dr. Ruda: Sure. There are many accomplishments that I am proud of, but I will mention a few. First, we have secured a federal STEM grant to expand and enhance our degree offerings for students in science, technology, engineering, and mathematics.

We have also built a new STEM Success Center on campus, which provides state-of-the-art facilities and resources for our students and faculty. Second, we have increased our program offerings on the technical side, such as welding, automotive, industrial machine mechanic, and carpentry, to be responsive to the industry’s needs and demands.

Third, we have been recognized as one of the “Most Promising Places to Work” in 2019, 2021, and 2023 by NISOD and Diverse Magazine, which reflects our commitment to diversity, equity, and inclusion.

Fourth, we have been ranked as the #1 transfer institution in Kansas for community colleges, which shows our success in preparing our students for their four-year degree opportunities.

TEM: Community colleges play a crucial role in providing accessible education. How do you ensure that the GCCC remains accessible and inclusive for diverse learners from different backgrounds and socioeconomic levels?

Dr. Ruda: Access and affordability are the core values of community colleges. GCCC is a Hispanic-serving institution, with over 50% of our student demographics identifying as Hispanic.

Additionally, nearly 80% of our student body is first-generation. With our demographics in mind, much of our Strategic Enrollment Management plan focuses on how we understand, identify, and implement solutions towards various equity gaps while also keeping open lines of communication with all student populations to ensure that we are responsive to student needs.

We continually seek ways to engage and receive feedback from students and stakeholders to address access and inclusivity. GCCC holds a variety of public forums and listening sessions to provide avenues and opportunities for the public to give feedback and inquiries.

TEM: Many parents face challenges like limited resources or competing priorities. What are your top three pieces of advice for parents to support their children’s educational journey, from early years through higher education?

Dr. Ruda: Higher education creates opportunity. Degrees, certificates, and workforce training can open doors for employability and upward mobility in the workforce. For example, based on a recent economic impact study at GCCC, our college graduates earn an additional $17,500 annually compared to students with a high school diploma. This increase in earning potential only compounds over time. Therefore, I would advise parents to encourage their children to pursue higher education and lifelong learning.

Another piece of advice is to utilize and take advantage of the resources and services available through your local community college. Community colleges offer a variety of programs and support for students of all ages and backgrounds. Whether you need assistance with scholarship application or FAFSA, help with career guidance/counseling, or opportunities to advance in your current career, community colleges have a vast array of services and stand ready to be a resource to the community.

TEM: Imagine you have limitless resources. What are the things that you would like to change about the education system?

Dr. Ruda: One of the things I would like to change is the ease of access to higher education. Higher education can be daunting and challenging to navigate for many students, especially those who come from underprivileged backgrounds or face other barriers.

Having a more seamless transition and transfer of credits between different institutions is critical for ensuring that students can pursue their educational goals without losing time or money. Creating more seamless pathways and navigation into higher education as well as ease of secured data sharing, would be advantageous for both students and educators.

Another thing I would like to change is the ease of access to federal funds, such as grants, loans, and scholarships, which would help offset the cost of higher education and make it more accessible and inclusive for everyone. I believe that higher education should not be a privilege, but a right for all who seek it.

TEM: How do you ensure your work-life balance? What are your hobbies/interests beyond the cabin?

Dr. Ruda: Maintaining a balance is extremely important to me. Family is everything. Throughout my career, my family has been a strong supporter and encourager. As my daughters grew up, we embraced college activities and events as a means of spending time together.

Everything from parades to fine arts events to athletic events and student activities has been a way to spend quality time while maintaining a connection to college and family. From this, our family enjoys outdoor activities. We spend time together camping as well as traveling.
